I think using those allows you to show others what the code is without it taking effect. So wrapping it in the php tags or w/e nulls the code. Doing it without would allow it to work. Least I think that's how it works.

Yeah it's disabled to disallow hackers to fuck up our forums. What the tags are for is to explain to others how to work the script. Since it's disabled anyways it doesn't really make a difference though.
